Strange Growth on Tree

Tree Fungus?
Could you please identify this growth that has been appearing on my tree?

Jess:
This does appear as a type of fungus (basidiomycete).  These are the "gills" that we see and these produce microscopic "seed" that help spread the fungus to other locations. There are a multitude of types, some harmful to plants and others that occur on already dead plants. Seeing one of these on a tree may indicate some level of decay within.
