Holly fungus or insects

Holly leaves bottom si
I saw the earlier question for a holly bush with a possible fungus or insect infestation - white powdery substance underneath leaves, yellow and brown spots on top.  I have the same problem.  I've attached 2 pictures.

Hi. Your leaves have scale insects on the underneath side.

These "nasty" critters make their living by sucking plant juices from the plant. They are usually on the underside of the leaves- and they can affect many plants too!

Several options. Consider a horticultural oil (this smothers the insect), but be careful about when you spray with this. At temperatures above 85, plant damage can occur.  Check w/ your garden center professional. Another chemical option is BAYER ADVANCED GARDEN TREE AND SHRUB INSECT CONTROL.  It contains Imidacloprid insecticide.  This liquid concentrate is in a blue plastic bottle. It is a liquid concentrate that is mixed w/water and then applied to the soil around the base of the shrub.  The shrub picks up the insecticide through the roots.  Follow directions carefully.  This stuff is expensive, but is a pretty good product.  Talk to your garden center folks about using these products.
