My daughter has asked me to start a small garden for her.  What seeds and/or transplants would you suggest for early September planting in VA.

Well, it is very early to start thinking about a fall garden. It is time to plant your spring garden now.
Go to the URL below and use this zone map to determine what plants grow in your area.

On the back of the seed packets,it will tell you which zone they will grow and produce in.
  For seedlings, any of the seedlings in the local nurseries at that time are right for planting there.
