I am having a Halloween party on the 28th and it has been steadily raining here. Is there a quick cure to dry the lawn before the party?

No there is unfortunately not. The water will drain depending on the soil composition and saturated lawns will take time to dry.

I recommend using "paint" or rope to make a "line" indicating where kids can go (on the driveway).. and then block the lawn by putting some bags filled with leaves etc so they can get to the lawn easily
