Evidence of sap running out of entire trunk of tree. Signs of woop peckers pecking tree. Entire branches turning blue,purple and brown in color. Could it be a wood boring insect?

No it is not a borer--sounds like the sap is running from the woodpecker damage. Most of these woodpeckers are sap suckers--they make the holes and when insects come to feed on the sap the bird returns to eat the insects. You can spray the area with a household insecticide (one for ants) and this will kill the insects and the bird will stop coming. The branch damage you described I am not sure of IF you could attach a picture and this may help ID the problem.
