Weeping Chinese elm

We have a beautiful Chinese elm in our driveway. Last year she developed problems around her trunk. A local arborist told us it was Dutch elm and advised two treatments of immidaclopramide. We are still unsure of what is infecting the tree and if further treatment is necessary or exactly what to do to help the tree. We live in central Florida and have had a mild winter and the tree already has good foliage. Please see attached photo.please help.

First Chinese elm is highly resistant to Dutch elm disease. This elm is used to replace  American elm that have been killed by Dutch elm disease. It looks like the tree is growing in a small space surrounded by gravel or paving. I would recommend that you fertilize the tree with 10-10-10  fertilizer at the rate of 1 lb of fertilizer per inch of trunk diameter scattered around the tree and watered in good. Apply the fertilizer just before a rain event and you will not need to water it in. This is the best time to fertilize since the roots are moving water and nutrient up to the foliage. Make sure you do not use a lawn fertilizer called Weed and Feed. This contains a herbicide that will damage or kill a tree,
There are folks that call themselves "arborist" but they may not be certified as arborist. There are tree service companies that use the term arborist but they may not have the training to qualify.
