weeds in blue rug juniiper

we have blue rug juniper as ground cover--been there maybe 15 years.  When we put it down we put down landscape fabric, but unfortunately also put some mulch around the smallish plants (which are now all filled in). blue rug is now pretty much a solid mass. We get various reads and grasses that grow up in  and through the blue rug.  It is a pain to pull by hand.  cannot use roundup or broadleaf because of bluerug.  is it possible to somehow lift the bluerug, remove the decomposed mulch and put down new fabric--seems like it would be almost impossible if not damaging to plants.  what do y ou suggest we do to eliminate the growth within the ground cover.  Or is this just part of the territory?

This is a tough one, I think that you would do too much damage if you try to lift up the junipers to clean beneath them.
Have you tried using Preen in the bed. This is a preemergent herbicide that will stop germination of grasses and weeds, but will not hurt the junipers.
The only other option that I can think of is to use a side swipe herbicide applicator. This is a wand that has a sponge on the end that is fed by a backpack. It allows you to hit just the plants that you want to hit and no others.
