My red tips have dark specks on the leaves. It seems to be on the leaves mostly in the front of the bush. What would be the problem and what would be best to treat it with?

It sounds like something was splashed on them or some weed control drifted onto the leaves. I would recommend trying to prune back the damaged leaves to encourage new growth to replace the damage. Fertilizer will help speed up this recovery.
