shrub disease


Question
I have pine like shrub. The type that has branches that are then shaped into balls. The problem is that it seems to have some sort of fungus. The branches seem to have a blackened coating on them which seems to be attracting bees. It seems that is this blackening that is the primary problem.  One ball on the shrub is already dead with rest of them well on their way. Any idea as to cause and solution if any?
Any help or advice will be greatly appreciated.

Would it be possible to post a picture of your shrub as it is very difficult to identify a plant from a general description alone.  It does sound like a conifer of some sort that has been 'cloud' pruned (those ball shapes).  A close up pic. of the blackened coating would help too.
