Is it a sucker?

I don't know if it's a sucker?  I have the stem growing from the cane right at the level where the dirt is & another one a 1/2 inch below.....the cane is red in color & the leaves look like the the rest of the rose bush. My reasoning for not thinking it's a cane is because it is growing kind of straight up in the air & the cane is softer.  Thank you for your time

if it is growing from the graft union(a bulge where the branches attach to above the roots)or above it, it should be the original rose variety. if it is from below the graft union or on the root system then it is a wild rose type variety the same as the rootstock the rose bush was grafted on to. the 1st thing i would advise you to do is to visit your local garden center. quiz them on rose care while there and buy a book on roses.
