White bugs all over plants

Question
My leaves are starting to have all of these small white bugs all over them.  They are on the tops and underneath most of the leaves.  What can I do to get rid of them?

Answer
Hi June-

Sounds like they might be aphids.  Use a garden hose with a jet-spray of water on the rose foliage and it should knock off the bugs.  Another option would be to spray with an insecticide on the tops and bottoms of the leaves and buds and that should kill them.  Spray on a weekly basis until you no longer see them.  My roses usually only have a problem with aphids in the spring and by summer they seem to disappear.

Goodluck-
