Rugosa rose wilt on new growth

I live in the Pacific Northwest along Puget sound.  I have a rugosa rose that is sending up lots of new growth.  The new growth wilts when it reaches about 5 inches in height.  We certainly are not lacking in water yet, and the mature growth looks fine.  I can see no evidence of insects.  What do you think could be the problem?  Thanks for your help.

Wilting rose canes can be caused by not enough water but they can also be caused by too much. Rugosa canes do tend to be quite soft and tender and if you want a Rugosa cane to grow straight then it is best to water only to make the soil damp. You probably know this, but never use any fertilizer on Rugosas except organic as some will re-act to chemicals. And they will really get even with you if you spray them.
