Question
my rose bush has a lot of green leaves but they never get to normal size. They are small and shriveled. It keeps growing. Never gets buds or bigger leaves. What is going on?

It sounds like your rose is not a healthy one. The roots seems to not be able to push up the nutrients which would make normal leaves. In the fall I would dig it up and have a look at the roots as I am positive this rose is trying hard not to die. You can try and give the rose more fertilizer plus water, if your zone is a warm one, but it has been my experience that when a rose acts the way you described, then it is not healthy and still will die.
