new buds are budding but no bloom. they were  planted lower branches touching soil and 2.5-3 feet apart .and watered everyday please advised

Answer
The photo you sent me of Knock Out, shows the bush is under stress. I would say from the look of the leaves that it  isn't getting enough water. Lack of water when a rose is first planted, will always put a rose under stress and many times it will die. Newly planted roses need twice the amount of water than when they have been in the ground for a year. Also if the rose was blooming when you bought it then transplanting will always kill most of the flowers. It is tricky to plant roses when the weather has turned warm. Ideally all roses should be planted in the fall or very early spring and that way they can adjust much better because they will get more rain and the weather is cool.
Again because the rose is re-acting to being transplanted, it has developed a fungal disease called Black Spot as you can see by the brown dots on the leaves.
I would dig down alongside of the rose bush just to make sure the water is going down to about 5 inches deep as that will get to the feeder roots. You will need to keep watering it , preferably with a hose) to make sure it will perk up. The dried buds are also not blooming because they have died due to stress and lack of water. Stress sounds a strange condition  for a plant, but it does happen quite often on a rose and when it does the roots semi shut down and that causes the problems.
You should be able to get rid of the Black Spot because it is just starting with any spray for the disease such as Orthos Rose Pride.
After a week of watering daily you will see normal and healthy new growth starting to come. In three weeks the new buds will be forming and finally in a month the rose should be blooming well for you.
