there are some roots starting to grow over the edge of the pot.  does that mean it needs to be repotted or watered more?

Aleza, usually, it means that the potting mix is staying too wet.  I'm assuming that you have a phalaenopsis orchid. If you haven't repotted it in the past year, it is time to do so.  Be sure you use a standard orchd potting mix and use a pot with lots of drainage holes.
