Can this plant be kept in the house by a window or should it be kept outside in the sun?

It depends, where did you get these hen & chicks? There is a tropical variety that you might have gotten if you bought them in a house plant section in a garden center. If they were with a lot of cactus plants indoors at Lowes or Home Depot they may be tropical and they could be kept in the house by a window. If they were out doors at Lowes or Home Depot or a garden center or a friend gave them to you from her garden then they are not tropical and they should be planted outdoors where they will go through all 4 seasons.
