You did not answer my question. This is what i mean when they fell over. see enclosed picture. You also said they grow 12 inches mine are 18 inches long.

I don't know why you say I did not answer your question!  Presumably when you say "They fell over" which I took to mean the container and plant had toppled over you mean they are trailing over the side of the miniature wheelbarrow.  I did not mention anything about 12 inches or any size at all.  You will just have to be patient and wait for them to flower when they are ready to do so.  I can only repeat that they flower when they have reached maturity which is between three and four years.  If they do not flower upon maturity I can only assume that they have not been fed either enough or at all.  Why not try putting them outside in the warm weather - their natural habitat is as a ground cover or in a rockery.  I hope this answers your queries.
