white cocoons on undersides of hollies


Question
I recently read a question by another person concerning the same dark powder (almost black) on the innermost leaves of my 20 holly bushes (have had these bushes many years). I also have the same small white cocoons on the undersides of the holly leaves (and the leaf litter underneath the bushes) that turn to powder when touched. To say my hollies are "infested" with these small white cocoons is almost an understatement!!! I also see little flying insects in and around the bushes now as well.   The bushes are approximately 3' x 4'.  Can you help identify these for me so I can take some action now to possibly save them.  Your help would be greatly appreciated.  Thanks

Can you take and send a closeup photo of some of these white cocoons on the leaves? It is difficult to do an ID w/o an image. Be sure to review your image on your computer first- before sending to be sure it is crisp and in focus.  A photo can be very useful. It will give me a better idea.
