Question
Why is it not a good ideal to plant mulberry trees in the urban landscape?

Answer
Mulberry trees can provide wonderful shade and they are fast growing.  However, they have shallow roots which can be a problem in urban settings.  They should not be planted close to structures (homes, sidewalks, driveways).  I would plant a tree at least 6 feet away from all structures.

Even though the trees are drought tolerant once established, they do need to be regularly irrigated after planting.  Mulberry roots will seek out water sources and it is not uncommon for them to damage pipes or sewer lines.  This is probably the main reason that they would not be suggested as an urban tree.

Depending on the type of mulberry, the trees can be messy.  If you select a mulberry that bears fruit, the fruit will drop and can cause staining.  

Another factor to consider is that mulberry trees require some amount of specialized pruning.  The trees can become top heavy and the tops are more prone to coming down by wind if they are not pruned.  The pruning practice involves cutting branches so that they do not become extremely long and prone to breaking.  It is not uncommon for young mulberry trees to have sagging branches that easily break due to weight.
