Bumps on Trunk-Red Oak

Quercus Rubra
I have this 4 yr old Red Oak that i planted last year. I just noticed that part of its skin(bark) is covered in small bumps, the area affected is about 5 inches long. No others parts of the tree seem affected.

Hi Jim,  I have not seen this problem before, but would say that it is a fungal disease.  Do you have it in an area of too much water getting to it?  Oaks do not like a lot of water.  Try a product for fungal diseases or if you have a Department of Agriculture in your country you could ask them.  kathy
