I need to know how often and what time of year do I dethatch and aerate bermuda grass.

I recommend dethatching and aerating when the bermuda has it's active growth period and thus can recover, and while the dehydration from the soil is not extreme. This would be early summer, after the grass has greened up, started to grow and fill in again, and and has been mowed a few times.
