Lawn mushroom/fungus Problem

I have a interesting issue going on in my lawn right now.  First let me say, the lawn is distressed with some watering issues and weeds right now, but this problem existed even when the lawn was doing well.  
I have always had an issue with mushrooms.  Puffballs probably, but can't really tell.  They grown large and fast, probably 4 or 5 inches in about an 8 hour period.  What I've noticed in the areas where the mushrooms seem to grow the most, is that the soil is copper or rust color, with what looks to be white mold speckled thorough the top 2 inches.  When you tap on the ground in these areas with a rake, sounds kind of hollow.

I don't have a moisture problem, because my yard slops down hill away from my house. Also, I have full sun pretty much the whole day because we don't have any trees around our house.

I have tried treating with fungicide, but that did not help.  There is one large area that has killed allot of the grass where this soil condition is occurring, so I'm going to dig this up with maybe a sod cutter and replant grass, but as I mentioned before, I get mushrooms in good areas too and its annoying. and I'm the only yard that has them.  Any help?

My knowledge of mushrooms is not enough to offer specific help. In general, mushrooms require a substrate (decaying material of plant origin) on which to grow. Next it is a matter of light. Since these mushrooms grow outdoors under varying conditions, I imagine that they are "not fussy" and that can narrow down the the identification significantly enough to enable you to control their growth and reproduction.
