water drainage


Question
I live in Davison, Michigan and we just built a new house.  We
have a pond behind our house and all of the neighbor's houses
beside us.  Our back yard slopes down to the pond.  The
problem is that our house sits higher than the neighbor's house
and when it rains water flows into his side yard and floods part
of his front yard. The building inspector said that we have to
figure out how to fix the problem.  We have a retaining wall next
to our driveway and touching the neighbor's yard.  That is the
area where the problem occurs.  Right down my husband has
flexible pipes running from our downspouts to the road, but
there is still a problem because the neighbor's downspouts run
right to the area that floods. Also, the building inspector said
that we could not have the downspout going to the road.  Do
you have any good suggestions for how we could fix this
problem?  Any help would be appreciated.  Thanks,

I wish you could send drawings on this site, so I need to think about what you are telling me. Wish I had a picture, but sounds like the neighbor is flooding his own yard and is it possible to get the pipes that are from the downspouts leading to the road to point the other way (I assume)  towards the lake?? Let me know, Jim
