the two valves that have to be turned on look like flat metal  bolted to the pipe; they are stuck; is there a trick to getting them turned on

Stuck valves have to be treated very carefully.  Try using some penetrating oil like WD-40 on them and let it soak in for a good long while.  Then slowly work the valve back and forth, not really trying to force it.  It may take some time to loosen up the valves, so be patient.
