Pepper plants that wont produce

I have tried growing peppers for several years now, but my plants have not produced anything.  They are healthy and green, what am I doing wrong?

Sara:

Pepper plants have to be polinated in order for them to produce. This is normally done the natural way with butterflies and wind however you can use a que tip and polinate yourself.

Peppers don't like a lot of fertilizer or water.
