Cat urine in the garden

Question
Our neighbors cats run wild through the neighborhood and urinate and defecate in our flower garden plots.  We can now get nothing to grow there.  Is there something we can treat the soil with to neutralize the cat urine and/or feces?  It's become a big problem lately.

Answer
Hi Kristi, You'll probably need to add lime.  How much will depend on a soil test.  Your local garden center can probably check it for you. Use hydrated lime and it will neutralize any odor.
Add a little nitrogen to speed decomposition of the manure and you should be ready to plant.
Keeping them out is another matter.  Some repellents work fairly well but the best success I've had with cats is a pulsating sprinkler with a motion detector on it.  It doesn't take long for them to learn.  Jim
