Should I be concerned about this shrub's roots potentially
affecting sewer and water pipes as with willow tree roots?
Or is it not an issue because it's a shrub?

Answer
It should not be a problem with this tree since it does not grow very big. Of course if any tree is planted over sewer pipes that may leak (the older clay type) the roots can get into the pipes. But water pipes will not be a problem since they are water tight and sealed.
