When is the best time to cut them back? What type pf fertilizer is best,and when to apply?

Spring is the usual time to prune roses so when there is no danger of frost I would cut them back. Most rose fertilizers do a good job on roses. Sprinkle a handful all around the base after pruning and then another handful after the first flush of bloom. That is all a Knock Out rose will need, as they are not greedy feeders.
