First year, but no flowers or buds.
The plant looks healthy otherwise.

Here are a few reasons a new rose won't bloom the first year. If your rose is healthy it will probably be one of these. It really isn't unusual for a first year rose to just not make flowers.
The rose plant is not getting enough sun as roses need at least 6 hours
of direct sun to grow well and flower.
The rose needs more water. Roses need about a bucket of water every 5 days.The rose has been given too much fertilizer, especially Nitrogen. Too much nitrogen can either damage the plant or cause it to grow extra
leaves and stems at the expense of blooms. Don't expect too much from a plant during its first year.Not enough foliage. If the bush doesn't have adequate foliage, it can't produce the food it needs to bloom.
