Bay leaf Plants

Hi I have  a bay leaf plant that is in a 1 gallon pot. It stands approx 4 feet tall.
I got it summer 2007. Did well but then in February discovered sticky goo on
it and it had an infestation of scale which I cleaned off with alcohol. Got rid of
the scale but since then it has not put out any new leaves and does not seem
to be growing taller. It has not turned brown. Do bay leaf plants have a
dormant season? Do I need to give some type of fertilizer to encourage root
growth/new growth?  Thanks for your help.

Bay normally like to be a little root bound. Lay it on its side and pull out. Look at root system, if the roots are completely wrapped around itself,Cut off 1/4-1/2" of roots. Cut into all sides every 6" untl rots are slightly loose. Add new soil equal to amount you cut off and add 1 cup bone meal & other organic mix. Water with liquid fish fertilizer(home depot/lowe's). Feed once a month. No fertilizer during fall/winter. It can take a light pruning, from top down. It does go dormant during fall/winter. Place back into pot, or next larger size.
