My Golden Barrel cactus froze on one side and is rotting.  Should I cut back the dead part now?

Yes you can (as it seems any chance of frost is over), but be very careful. Try to get as much of the rotted parts out once the spines are out of the way. Unfortunately though, barrel cacti in general have a tough time with that kind of damage. Good luck.
