Question
why is my plant green and wilting with no flowers and why wont it bloom!

Answer
Hanging plants usually dangle from the porches they are decorating, shaded for the comfort of the humans relaxing there.  That's nice for the Humans, and not so nice for the Sun-starved Petunias.  Rotate your Petunias -- when they start to wane, move the waners back to the yard and move in the bloomers.

As for the wilting, if you overwater, roots begin to fail.  No roots means no water absorption.  Leaves and flowers wilt.  Are you over-doing it?  Of course you could be under-doing it, instead -- when you water, SOAK, until all the air bubbles have been released, and then stop.  It takes a little practice, but you'll get the hang of it.  Watering is the one thing most people mess up.  Experience will solve that problem.  You have all Summer to learn.
