problem with chinese pistachio tree

Hi, David! We have a 4 year old chinese pistachio tree which is doing well except that in the spring, when leaves are forming, a lot of other clusters (not leaves) form on the branches at the same time, but these clusters all fall off. (Would these clusters become the lovely salmon-colored pods in the fall?). What do you think would be causing them to fall off?

The tree is grown for foliage and has green blooms that form in April that are not showy.  I would imagine that is what you are seeing and then they fall off.  There are male and female trees, and if you had a female it might form some sort of seed pod if it could get pollinated.  The lack of a male is probably why the blooms just fall off.  Enjoy your tree for the color in the fall.
