plumeria insects

Question
I have small white bugs?? on the tops of my potted plumeria plants' leaves. They have spread to potted banana trees and a potted sweet tree. They don't move and come off easily. They are not mealy bugs, white flies, aphids, or spider mites. Are they possibly a type of scale? How do I treat them?

Answer
Hi Barbie..use an insecticidal spray like Neem Oil 100 percent pure.  It does not wash off and is organic.  Neem changes the taste of the leaf so the bugs will go somewhere else.  Scale is the only thing left as you have covered the rest.  I gather they are on a screened porch or house plants.  Try to give them so air from time to time and even a good spray with a hose.  If going from shade to sun be careful not to burn the leaves.  Shade to shade would be better.
