Weeping Cherry and Coppertina: white fuzzy stuff on bark and leaves

Snow_Fountain_cherry_w Hi,

My snow fountain cherry has white fuzzy stuff on the bark.
My coppertina has white fuzzy stuff on the bark and leaves.

I took some pictures I could send you if that helps to solve the problem.

I looked at past answers but can't decide if it is mealy bugs or some kind of fungus.  I am worried about the help of my plants.

The picture is not too clear upclose, but it looks like a scale insect or, like you said, a mealy bug. I would treat with a systemic insecticide to rid the problem whether it be one or the other. A systemic insecticide will translocate throughout the plant internally so these sucking insects will ingest it as they feed.
