Our cone flowers have been in the gorund for 4 years,,,each branch is wilting,,,,they have  holes in them,,,wilting and curled,,,we sprayed with number 8,,last week,help,,,ginger

Holes sound like wood boring beetles.  Wilting and curled is a sign of a nutrient tie up systemically.

go to www.crowleynursery.net nursery tab and get some Atomic Grow its al natural and will raise the brix in the plant allowing the plant to repair itself.
