Claw-like leaf curl on crab apple


Question
Upper leaves on an ornamental crab apple are curling in a claw-like manner from the top if the tree down. Bottom growth is still healthy. No sign of bugs/mites/mildew when check with a magnifying glass. Tips of leaves are just have the smallest hint of browning off. Any suggestions as to the cause and what might be done to prevent further damage please? (No fire blight in Australia but we have had drought conditions for a couple of summers).

Can you send a closeup of a small twig with these leaves attached to it?  Try to get as close as you can and review your image on your computer before sending to be sure it is in focus.  I don't think this is an infectious problem but may be able to determine some possibilities.
