Arizona Sweet producing bumpy, bitter fruit

Example of problem
I am near Phoenix Arizona and have a dwarf Arizona Sweet orange tree that is about 14 years old. A few years ago, it started producing fruit towards the top of the tree that is very bumpy, thick rinded, full of seeds and very bitter - virtually inedible. The fruit towards the bottom of the tree is normal and very sweet. Any ideas on what the issue is and how to fix it would be greatly appreciated. Thanks!

Hi Mitch, Citrus is grafted and you must remove the branches that are coming up from below the graft, as they are root stock and do not taste very good, many times have lots of thorns.  Get rid of them and that will get rid of part of the problem.  If the good ones at the bottom are  on the dry side they may need more water and if not sweet enough need more fertilizer.  kathy
