White Scale on sago plam trees

how do I get rid of the scales ON THE FRAWNS. I've tried Flea & tick spray and malathion with no luck

These insects are often on the undersurface of the fronds (leaves), but not always!  Take a look at a product called Bayer Advanced Insect Control of Trees and Shrubs.  It is a liquid concentrate that comes in a blue plastic container and contains the key ingredient of Imidacloprid.  The diluted material (see label information for mixing with water)is applied to the soil as a drench- then roots of plant take up insecticide.  This is one convenient method.  Unfortunately, the scales do not often "fall off" when they die, so essentially, you will need to watch that plant to see if new scales are forming rather than old ones dropping off. This process may take a while to become effective.  Other product choices including Orthene or an insecticidal soap such as Safer Insectical Soap are some choices for you.  These need to be sprayed on the plant and need to cover the entire plant (upper and lower leaf surface).  Run these product names by someone qualified at your local garden center to get the lastest and greatest for these insect pests. Also, more than one spray application may be necessary to catch the scale insect at it most vulnerable life stage- the crawlers (immatures) to be effective.
