what is this white cocoon? and how do I kill it?

This looks like an insect called a scale insect. They make their living by sucking the plant juices from the plant. If you have just a few, you can just hand remove them. To be sure that it is a type of scale, you can snip off a twig that contains one and carry by your local garden center. Many times these folks can ID these types of things and make an appropriate insecticide recommendation if these are a bunch of them on your plant.
