how to prepare hard soil for new lawn

i live in northern california, redding. i'm going to put in a lawn. the ground is very hard here and there are oak trees in the yard. i'm renting a rotortiller to break up the ground but i'm not sure what to do next. i bought Scotts Enriched lawn soil and Scotts Pure Premium high performance grass seed mixture. Sun and Shade.

Answer
Mix in the soil amendment (lawn soil) in the top 1" of soil. Roto tilling is a good idea. Spread grass seeds and keep the seedbed moist at all times (never allowing to dry out) until new grass is 2-3" tall. This may mean watering daily until new grass grows.
