Question
We need a fence for our dog and a privacy hedge for our pool. We only have 12' from the pool to the property line. Zoning here permits me to put either on the line. Question 2, how close can I put (abrovitee) to the fence?

Let me answer #2 first and this may answer #1.  I recommend that when planting close to a structure a plant should be planted 1.5 times the mature radius from the structure.  For example, your arbovitae will have a mature diameter of about 6 feet.  That makes the radius 3 feet and the planting distance from the fence should be 4.5 feet.  So you could put your fence in and plant the hedge 4.5 feet in fromthe fence.
