Answer
Laura,
Love your name,by the way. Well,it really all depends on what you mean by "garden".Are you wanting to just start slow(best way in my opinion) and do a few beds,or do you want your whole backyard to be a "cottage garden" design?

You always need to ask yourself these questions first before the spade hits the dirt:(I tell everyone this if just starting out)
1.)How much time do you really have to spend on the maintenance of the garden or beds?
2.)Make sure the soil is prepared BEFORE any plant goes in it. If you start willy nilly in a bed of grass, you will be sorely disappointed.

Here are some great drought and heat tolerant perennials and bulbs for the southern states:(By the way,I don't know how far south you are.I am in Kentucky and I know what plants will work from sates Missourri down to Florida so that should cover your area)
Bloom time is in ().

Monarda(Bee Balm)(early to late Summer)
Shasta Daisy(same)
Asters aka Michaelmas Daisies-(Fall)
Chrysanthemums-aka "mums"(Fall)
Black-Eyed-Susans(Summer)
Russian Sage(Pervoskia)
Purple and/or white Coneflowers(Summer)
Yarrow(Achillea)(mid to late Summer)
Dianthus(all summer)
Daylilies(some all summer,others mid summer)
Tiger Lilies(mid summer)
Dwarf Oriental Lilies(early summer)
Tall Oriental Lilies(late summer)
Hosta(Mid Summer)shade only

Daffodils and Tulips(If your climate is too warm in the winter for these to bloom in Spring use Amaryllis instead)(Spring)
Lycoris aka Magic Lily(late Summer)
Liriope aka "Monkey Grass"(mid Summer)
Catmint(all summer)
Pink Primrose(Oenothera)(Spring and again in early Fall)
Chives pink and white (late Summer)
Liatris(mid Summer)
Larkspur( mid Summer)
Creeping Phlos(Spring)
Tall Garden phlox(mid to late Summer)

I could probably name about 100 more, but these are the best in my opinion as far as low maintenance and ease of growth and heat tolerance.
Have fun whatever you do and stay out of the sun as much as possible, and drink plenty of water if you are experiencing a heatwave like we are here. Whew! Heat index here is 105%.
