Is 3 to 4 feet away from the foundation of the house too close to plant a japanese maple? Thanks.

Depends on the variety. There are many some only get 3 to 4 feet around others much larger.
But if you choose a small dissectum variety or other dwarf variety, then yes, it is ok to plant this close to the house. There are probably more than twenty varieties that would work. You need to research which ones grow well where you live.
