I would suspect that the problem is more likely with the controller or the wiring rather than the valves.  Try resetting the controller, disconnect all power to it for a minute then reconnect.  Make sure all wire connections are secure and tight both at the controller and at the valves.  If this doesnt help, you may have to replace the controller.
