Tomatoes - crawly things in the soil

Hi Mike

Thank you for the answer on radishes. I have a problem with my tomatoes. Its growing in a container and the top  of the soil has shiny cobweb - like things. I can also see some very small worms crawling. Is this a nematode attack? I apply neem fertiliser once a week and some homemade organic pesticide(chillies,onions,pepper and some soap). whenever I see small pests. Will this continue to work or do I need to do something different. The plant is in my south-west balcony.

Nematodes are not visible to the naked eye. The shiny things might be slug or snail tracks. I don't know what the worms are. Since it's in a pot, I would simply replant it in new soil. Wash the roots off completely before putting it in the new dirt.
