fixing up a pre-existing raised bed

i just moved into a new house with a muddy, weed-y raised bed in my backyard. I would like to plant an herb garden but don't know how to "fix" the soil. I live in Oregon and the bed is in an area that recieves plenty of sunlight during the day (when it's not raining, that is...)

Anyways, I've tried to remove the weeds (some sort of stinky cabbage type plant) but they have stems that reach down pretty deep. I couldn't get them out at the roots.

As for the soil, it's very moist. there is mulch in there but the mulch is pretty wet too. Lots of earthworms in there and a couple of slugs.

I don't know if I should dig out all the dirt and start from scratch, or just mix some stuff in with it? I have never really gardened outdoors before so I don't know much about "tilling" the soil or all of that other "gardener jargon." (although any help offered would be much appreciated!)

Hi Corinne, It needs to dry before you work with it.  Then, add 2 inches of organic matter (leaves, finely ground pine bark, coarse compost) and turn it into the top 6-8 inches of your soil.  Just take a shovel and dig, break up the large clods and mix it all together.
I'd cover the bed with landscape fabric to prevent weeds and plant your herbs.  Jim
