pruning sucklings from willow

Willow Tree
I have a large willow tree on the bayshore of NJ.  Lots of wind here.  Should I cut the limbs growing from the base of the tree?  Will that keep it more or less stable?  I attached a picture that shows a very full base.

I have also noticed a lot of dead branches at top but could not attach a picture of this.  Does it mean anything?

The sucker--sprouts near the bottom of the trunk can be removed without harming the tree or the stability of the tree. The dead branches toward the center of the tree are normal shedding of branches and should be removed. IF an outer upper branch dies then this could be a sign of either weather related or a disease. But willows do shed limbs and it sounds like yours is normal.
