Meyer Lemon Tree - Leaves wrinkling

I purchased a Meyer Lemon Tree in April. I noticed lately the leaves are growing in wrinkly (folding to the sides), and when I open them, there's like a clear residue on it.
I water it in the morning daily, since it's been hot. It is in the ground, not in a pot. I live in Southern California.

I thought maybe it was a type of fungus, and tried spraying it with fungicide, but it doesn't work.

The newer leaves are not producing any blossoms. When I first purchased it, it kept blossoming, but the fruits turn yellow keep dropping prematurely (they don't even grow 1/2" when they turn yellow and drop off) I only have one lemon on that tree, and it's holding up. Getting bigger (now at least 2" and still green).

Irene,
The clear residue that you see is called honeydew. This is the excretion of aphids that are feeding on the leaves and causing the curling. The aphid feeding is also responsible for the lack of fruit.
I recommend that you spray the plant with a general insecticide to control these pests.
Fertilize it this fall to strengthen it for next year.
