It is registered as a Multiflora Rambler. Multiflora roses are a wild rose that has a lot of vigour and so it makes a large , tall bush. So when you cross this wild rose with another older one, you get a beautiful Rambler called Seven Sisters. This is the name that most people call this rose. In your area by the time this rose has been in a garden for about 3 or 4 years, it should be showing signs of making many tall canes from the base. If it has stayed as a bush then it may not be a Seven Sisters rose or something may be damaging the roots. If the roots don't get enough water or underground animals are eating the roots, then this rambler will stay as a bush.
